This template provides affordable WCAG 2.1 AA compliance for special districts.
We’ll add your logo, colors, menu, photos and content then confirm WCAG compliance before pointing to your domain – compliant from launch!
Accessibility in Action
Look for this icon throughout this demo website – it highlights how each module meets accessibility standards.
Every feature has been built and verified to meet WCAG 2.2/2.1 AA and Colorado HB21-1110 requirements. See a list of website modules and process we used to test, including the “Skip to Content” button, desktop and mobile menus.

Accessibility verification was performed by International Association of Accessibility Professionals (IAAP) certified professionals using keyboard-only navigation, touch/swipe testing, text spacing, zooming, and multiple screen readers (NVDA on PC, VoiceOver on Mac and iOS, TalkBack on Android). Automated testing tools, including axe DevTools and WAVE, were also used to validate against all applicable success criteria. Important: automated testing tools only catch about 30% of WCAG issues so manual testing by certified professionals is essential.
Would you rather pay for ADA Indemnification insurance monthly, or invest in actual compliance?
The best protection against statutory fines and demand letters isn’t ADA Indemnification or insurance – it’s a website built right from the start, so complaints never happen. Test this website with WAVE, axe DevTools, and navigate it only using your keyboard to see for yourself, then test your website. How did they compare?
Ongoing, Automated Reporting Delivered to Your Inbox
Every week we receive an emailed report that highlights any new barriers discovered by automated tools. These reports are invaluable as content changes over time. The reports can be exported as PDFs to share with legal teams, the public, and in Board packets.
Many Options for Page Content
You can remove the informational boxes and have copy and photos instead. Include your detailed watering schedule and rules, project updates and highlights, upcoming meetings and past minutes, or photos of your employees working hard in the field. We will setup your website the way you like while ensuring WCAG AA compliance!

How This Page Meets WCAG 2.2/2.1 AA
- Descriptive Link Text (WCAG 2.4.4 Link Purpose): all “Read More” links include aria-labels that tell screen readers exactly where each link leads – no vague “click here” confusion.
- Grouped Content (WCAG 1.3.1 Info and Relationships): screen readers announce “list with 2 items” before reading posts, helping users understand the content structure quickly.
- Hidden Decorative Elements (WCAG 1.1.1 Non-text Content): decorative dividers after titles are hidden from screen readers using aria-hidden, preventing unnecessary clutter.
- No Duplicate Links (WCAG 2.4.4 Link Purpose): only the “Read More” button is clickable—avoiding the common mistake of making titles, images, AND buttons all link to the same place.
